According to the Japanese addition of the secret North Korean magazine Rimjin-gang, an underground market of real estate agents is emerging.
Due to excessive red tape, North Koreans apparently no longer depend upon the government for food and housing, creating this underground market. Many N. Koreans have had to sell their homes and downsize in order to just survive. Government control is so tight that many are making their home sales on the side using emerging agents, or go-betweens to complete the transaction.
